PENB: The Energy Certificate Buyers, Sellers and Property Owners Shouldn’t Ignore

What Is the PENB and Why Does It Matter?

When buying, selling or renting a property in the Czech Republic, one of the documents worth checking is the PENB – Průkaz energetické náročnosti budovy, the building energy performance certificate.

The document evaluates the energy efficiency of a building based on its characteristics and technical systems, including heating, cooling, ventilation, hot water production and lighting. It does not simply reflect how much the previous owner or tenant paid in utility bills: instead, it is based on a standardised calculation of the building’s energy performance.

The PENB also includes an energy rating from A to G, making it easier to compare the performance of different properties. Current Czech rules also take into account indicators such as primary energy from non-renewable sources.

When Is It Required?

In the Czech Republic, the PENB is required in several situations, including the construction of new buildings, major renovations of existing buildings, property sales and rentals.

In the case of a sale, the prospective buyer must be given the opportunity to review the certificate before the contract is concluded and must receive the certificate, or a copy of it, no later than when the agreement is signed. Similar rules apply to rental transactions.

When a property is advertised for sale or rent, its energy performance class must also be stated in the relevant advertising and marketing materials.

A PENB is generally valid for ten years, unless the building undergoes a major modification that makes a new certificate necessary. The document may only be prepared by an authorised energy specialist.

What Happens When an Apartment Is Sold?

When an apartment is located in a condominium building, the SVJ – společenství vlastníků jednotek, or association of unit owners, may also be involved.

The apartment owner should request the PENB from the SVJ or the building administrator. Czech legislation sets specific rules regarding the delivery of this document. If, despite a demonstrable request, the owner is unable to obtain it, the certificate may in certain circumstances be replaced by documents showing electricity, gas and heat consumption for the previous three billing periods.

This does not necessarily remove the obligation of the SVJ to ensure that the building has a valid PENB.

There are also certain exceptions. For example, for some buildings constructed and not significantly renovated after 1 January 1947, the seller and buyer may agree in writing not to require the certificate.

Why Buyers and Tenants Should Check It

For people looking for a home, the PENB should not be seen simply as an administrative requirement. The energy class provides useful information about the characteristics of the building and can help compare properties that may otherwise appear very similar.

A better energy class does not allow you to predict future utility bills exactly, since actual consumption also depends on the habits of the occupants. However, the certificate can provide a clearer picture of how energy-efficient the building is and which energy systems it uses.

Before buying or renting a property in Prague, it is therefore worth asking for the PENB and reviewing it together with the other property documents. Price, location and size remain essential factors, but energy efficiency is also an important part of making an informed real estate decision.
